I am an American and I tried to apply for a visa for China in Barcelona. They said that they can only process visas in this office for Spanish people or for people with a residence card for Spain and you had to have a letter from some office of the government that proves your residence is here. I called the embassy in Madrid and they said you can apply there but I will find out next week when I go...
